An Ohio county animal control facility is overseen by the 3 county commissioners.

Note:  Animal Control refers to county funded dog pounds, (ac = animal control)
           Humane Societies are privately funded.  (
hs = humane society)

No kill is a term that is often misunderstood.  Animal control is often referred to as
a "kill" pound because they are mandated by OH revised code to accept all dogs and must euthanize dogs when they are beyond capacity.  Humane Societies and rescues are limited intake which means they can choose to accept dogs or not, often times based on capacity and sometimes based on adoptability.  

Until all shelters, rescues and animal control don't have to euthanize for lack of space,
no group in Ohio is a "no kill", they are more appropriately defined as a limited intake
facility.

Low kill refers to animal control that most often only has to euthanize dogs due to
severe health or behavior issues.
